This painting is considered Urban Realism, an art movement that tried to steer away from depictions of the weathlty and prominent and instead focused on real life in urban areas, particularly New York City. 
The people in the painting are gawking at this women for getting her hair done in public. They are baffled that she would do something so private for everyone to see. Women’s upkeep is very much the norm these days, but back in the early 20th century it was unheard of to be shown doing it outside of their own home. She is bleaching her hair so she will no longer be a redhead, which meant she was probably an immigrant. The woman wants to fit into American society and she has the freedom now to choose her own hair color. The blonde hairdresser was also something taboo in the sense that very few women owned their own businesses and she is putting her product on the market. For some there was a level of fear in that there was too much social fluidity - privacy was changing.
